Moving BEDB from one server to another

Am running BE EXEC 9.1 sp4a on server running Win2000 server. Installed BE EXEC 9.1 and sp4a on Win2003 server. Copied the \data and \catalog folders over to the Win2003 server. Now the "BE Exec job engine" service and the "BE Exec server" service does not start. Event log says that an internal error 1627652097occured in object -1.
I have reinstalled 9.1, sp4a and hotfixes. I have used BEUtility to fix data base. I have gone through Veritas knowledge base looking for clues. I have found none. Can someone help?

Do you have a SAN environment. In that case follow the below technote

(title) Backup Exec 9.x Server Service will not start, with the error: "An internal error (1627652097) occurred in object -1" on a secondary SAN/SSO server
