Moving Backup Exec to new server, process question

I am moving Backup Exec to a new Windows Server and need some advice in best practice for move.
The original install was 9.x... couple of years later upgraded to 10d. All is working great.
We have just bought a new server. When "moving" backup exec from the old hardware/server (Windows 2003 SE) to new hardware/server (again Windows 2003 SE) what is best practice for move?
 
1. Install Backup Exec 9.x... then install upgrade (10d).... then move backup exec data
 
or
 
2. Install Backup Exec 9.x....Move Backup Exec data.... then install upgrade (10d)
 
or.... does it not matter.
 
I have read/referenced document ID: 260054 and 280710
 
One more note: We are going from two stand alone drives, to a two drive tape library, with barcode reader.... any experience/insight to this transition would be most appreciated!!

should tell you all you need to know, including how to find serials that should get you back to where  you were, with just and install of v10
 
You will  need an LEO (Library expansion Option to utilize both drives in your new library
