Oracle database not visible

I have just completed the install of a new Oracle server. I have installed the Oracle agent and open file agent. I used the BEWSOAGT_5030_269805.zip file to install the Oracle agent and the documentation in http://seer.support.veritas.com/docs/230036.htm to set up the user. The databases are moved to the new server and the old server is still on until I complete the move. I "see" the new Oracle server in the selections list but I only see the Archived Logfiles and Database control file in it. On the other server I could select the individual databases as well. Do you have any suggestions as to what I did wrong?
Oracle 10.g - Veritas version 10.0, both on Windows 2003.

The version of Oracle is 10.g running on a Windows 2003 standard version server. Veritas is version 10 running on Windows 2003 enterprise server. The settings you asked to change were already in that configuration but I did redo them and start and stop the services. No effect.
