When and where do you get this error? Do all the backup exec services start? Is your device seen as online? Since when does this problem occur?
Install SP3 for backup exec 9.1 in case you have not already done do. Here is the link for the same:

Also install MDAC 2.8 from the following link:

If the issue persists, revert wtih details to the above questions. Also look for errors in the Windows event logs.
