Problems Restoring Mailboxes Exchange 2007

We use Backup Exec 11d and Exchange 2007.  We backup to tape using the Exhange agent, we have no issues.  We are doing a full backup.  When I browse the tapes while making a restore, I can see mailboxes, messages, etc.  No problem.
 
Here is the problem.  I have 2 users who were deleted and need to be recoverd.  The store is 65gbs and takes 5 hours to restore.  We have tried restoring at least 5 times and we cannot get the users to come back.  We have tried using Exchange Recovery Groups, we have tried just doing 1 user at a time and having the system recreate the user, we have created a dummy user and tried having the system redirect the mailboxes to another user.  All with no luck.  I end up with the database, and all the logs files in my temp directory.  Backup exec reports 100% success but nothing is every getting restored.
 
Any ideas?

Can you tell me the patch level you are on for Backup Exec and the remote agent running on the Exchange server?
