RSM cannot manage library Changer0. The database is corrupt.

I have a fresh installed W2K3 server and Veritas BackupExec 10. The server joins in a tape library, PowerVault 132T. After the software installs an error message appears in the event log: RSM cannot manage library Changer0. The database is corrupt.
I have already tried this: http://support.microsoft.com/default.aspx?scid=kb;en-us;235032 Unfortunately it did not help me.
I tried to stet the original OEM drivers, but it was not success, too.
If I delete %SystemRoot%\System32\NtmsData folder, and reinstall BackupExec, I got a new entry in the event log: Did not match serial number 1210134663 provided by Dell PowerVault 132T tape library (Changer0) among the list of drives. The tape library will be disable, and the drive1 will be not present.
 
This environment has worked for 2 years. Before this error changed the supplier the tape devices for hardware error reasons.
