Recovered exchange mailboxes have no messages in them

We are using the native exchange agent to backup our mailboxes. The backups report successful. When we try a recovery from the tapes it says successful and sends the mailbox a message saying that it was successful but there are no contents other than that single message. How do we look to see that the mailboxes when being backed up DO in fact hold the contents (to determine whether we have the backup part of this right or wrong) and what might we be missing on the restore end of this? I need to be able to verify that these backups are working very soon, any/all help/advice is appreciated!

Why did you refer a question about v10 to an article that refers to

Backup Exec for Windows Servers 7.3, 8.0, 8.5, 8.6?

Hello,
We apologise for the confusion due to the supported software details in the technote. Please note that the technote may apply to the current situation. Check if the top of informaton store appears in two languages in the exchange database.
This will happen only if you have exchange installed in another language than english and if you accessed it using an outlook in a different language than that which is habitually in use.
