We have reinstalled Windows Server 2008 on one of our servers and during Backup Exec Remote Agent installation we get this error:

The installation log look like this

It also have red lines with text

10-05-2014,14:38:08 : The Installation Failed!
10-05-2014,14:38:08 : The return code is: 1603
10-05-2014,14:38:08 : ERROR: Installation failed with error 1603. GetLastError = :0

User which was stated during installation process is an administrator on that server.

What can be the reason of this error?

If doing a remote installation, you can also try a local installation, and make sure there is enough disk space to do it:

We use BE 2010 R3, so the article "How to install the Backup Exec 2012 and above Agent for Windows" is not applicable for us, is it?
