Restore Exchange 2003 Public Folders Access Denied

I am trying to restore some Exchange 2003 Public Folders to my Disaster Recovery site and I keep getting:
Final error: 0xa0008488 - Access is denied. On Exchange I made sure that the System Logon Account for backup exec has full control to the Server and I don't know what else to try. I have successfully restored the mailboxes so I think that my backup is good.
