Is there a way to restore a SQL database from backup, but simply place the database files in a folder, rather than redirecting them to an instance?

Not at this time. SQL backups don't actually backup the files it does a dump of what's inside the database to the backup device (tape or disk). So when the restore is run it does the same process of dumping the data from the device to a database.

I have SQL do its own backups then I backup the .bak files. I had this particular server go down 2 times in the last couple of years and I was able to restore using those .bak files.

Also saves the cost of an Agent,
but does result in a two stage restore rather that a direct restore from tape
