Server Paused

I have a Windows 2003 server with Veritas 10 rev 5484.

Under Job Montor the Status is set to Server Paused. I have stopped the services rebooted the server created a new job disabled the internal backup unit and applied all the updates but the job status is still "Server Paused". Also the Event log is showing no errors

Could anyone help

Kindly refer the following document

When backing up data, the error :"Device Paused" is displayed in the Activity/Job Monitor, while the tape drive(s) and/or server name is not shown paused in the job log.
