Snapshot provider error (0xE00081D3)

I'm running BE 10 SP3 on a Windows 2003 Std server, all patches, but no SP1 on it yet.

I keep getting this error message:
AOFO: Initialization failure on: "C:". Advanced Open File Option used: No.
Snapshot provider error (0xE00081D3): Not authorized to run an Open File Operation.
Check the Windows Event Viewer for details.

I have deleted and re-created the policies and all the jobs created by the old policies I had. On the new policy/jobs that I created I selected NEVER on the Open file backup when AOFO is not used. Yet, after all those changes, I'm still getting this error message, any ideas on how to fix this?

Hello,

What are you backing up in t his job? Have you installed the Advanced open file option on this server? How many servers are you backing up?

Try to recreate the job and the run it. Also upgrade to backup exec 10.0 5520 or 10d. Here are the links for the upgrade:
