Splash Screen shows but does not open BackUp Exec does not open

On my my Backup server on my closed Network so calling support is not an answer cause I can't let them to remote in to it.  My problem is the Splash Screen shows but does not open BackUp Exec.  I see the process running.

To fix I have repaired BE and yet it still does the same thing.

I recall a delay opening .net apps that cannot reach the internet to verify security certificates.  Have you given the splash screen 3-5 minutes to open?
