Tape Drivers for ver 9.0.4367

The technote 275924 "Routing and remote access does not start when starting the Microsoft Windows 2000 Server-based computer or the Small Business Server 2000-based server" indicates the the tape drivers should be updated. I am not finding them. What updates need to be applied?
