Backup Exec OFO can not be used to backup DHCP databases.
The contents of DHCP.MDB are backed up to
WinNt\System32\DHCP\Backup\Jet\New. As long as this directory is included
in the normal backups, the information from DHCP.mdb is being recorded and
can be restored.
More information on how to restore a corrupt DHCP.mdb file can be found in
Microsoft's Support Website, http://support.microsoft.com.

As for the wins database:
The "live" WINS database files are locked by the WINS service and
unavailable for backup. However, WINS can be configured to make copies of
the database which are available for backup by following these steps:
1. Start the WINS Manager, located in Programs | Administrative Tools menu.
2. Go to the Mappings menu bar item, and select Backup Database
3. Select a directory for the copies. The default is the root directory of
the local drive of the system running WINS. A subdirectory underneath the
WINS directory is recommended (ie, %systemroot%\system32\wins\backup).
4. Copies of the WINS database and associated files will be replicated to this database every 3 hours.
