Can i upgrade backup exe 2012 to a newer version as 2014?

you will be able to when it is released (it is currently in beta and NOT general release)
you will need updated license files to upgrade.

...you can renew maintenance which would allow you to download BE 2014, convert your keys to BE 2014 keys, and then upgrade.
The upgrade path is as-per usual...grab copies of the Data/Catalogs folders, and then upgrade to BE 2014 with any patches. The push-install these patches out to any remote servers you might have.

Whether or not you will have to pay for a license depends on the state of your maintenance agreement and/or whatever is announed as part of the comment stating
"*We are still working through the exact eligibility requirements for customers no longer current on maintenance and will provide an update ahead of general availability (GA)."

Any release dates are subject to change but currently still match what was discused in this blog (where BE 2012 R2 = BE 2014)

Backup Exec 2014 now beta. you can upgrade to 2014 but before ugrade you must take full backup from your backup server to can roll back.
