Veritas 10.0 logon accounts

I am running Backup Exec 10.0 under Windows 2003 on a remote site. I want to setup an account to let some personnel there manage a tape library and monitor backup jobs. I don't want to give them full administrative rights to the server. I've never setup Veritas to access under another account other than the administrator account that it was installed under. How would I go about setting this up and what user rights would I need to give to this other account?
