Why can I backup individual Exchange Public Folders but not Restore them?

We've recently re-architected our Exchange site from 2 servers to just 1. 3 public folders apparently were homed on the server that was removed and were not replicated. I have a backup of these Public Folders, but the restore fails whenever I choose a Redirected Restore.

Is it true that only the entire IS containing the Public Folders be restored? Or is this limitation only when redirecting?

If this is true, can I shutdown the Exchange services, move the current IS to a safe location, restore the entire IS from tape, start Exchange and export those Public Folders to PST files for later importation into Exchange?
