I go to updates and SP2 is dated April 13, 2006, but SP3 is dated 3 months earlier January 16, 2006
Which is the newest and why are the dates backwards?

Good question. Too bad that Symantec doesn't monitor this forum anymore
If you look at the TechNotes, SP2 includes HotFixes through 38, and has a notice that it has been superceded
SP3 includes through HotFix 46
