after upgrade 10.0 to 10.D pre command execution fails access denied

after upgrade 10.0 to 10.D pre command execution fails -  message "access denied".
 
I am using psexec as pre/post command to shutdown my oracle database on the remote server via a batch file located on the remote server.
If I try psexec on the command line everything is still OK as before.
 
Backup Exec is patched, 10.1 Rev 5629, as well as the remote agent - same version.
 
- remote server is MS Server 2003 Enterprise edition.
- Veritas/media Server is MS w2k Enterprise Server, SP 3.
- the remote server is in a NT4 domain, the veritas server in a w2k domain.
 
I reinstalled the remote agent 2 times
I used different accounts, domain and local.
On both servers I verified "logon as a local system account" for the specific service.
No firewall is active on the remote target.
 
I think I tried a lot but the problem still exists
 
Any idea?
