Try using a new account from the Domain to start the Backup Exec services with. This account should have Domain Administrator rights. If you have multiple domains, assign Enterprise Admin rights to the account.
Add the account to the Local Administrator's group as well if the BEWS computer is not a Domain Controller.
If the services do not start with the new account, replacing the Backup Exec password database might help.
This database also contains information about jobs, media sets, selections etc. replacing this database with a new one would lose all information. Jobs and Media Sets need to be recreated along with user accounts in Backup Exec.
