error while migrating

am trying to migrate 8.6 config to 10d ( new installation )

Unable to open or query registry key Upgrade Version.

Unable to migrate data. Cannot determine previous version of Backup Exec.



Pls guide

-check MSSQL$BKUPEXEC service is started ..
-what is the version of Backup Exec 8.x
