open file option

we are using veritas to backup oracle dbs's directly,
it's skipping some files as those  are in use.
is it possible to purchase open file option agent for backup exec 9.1 and what is cost for same?

9.1 is End of Life product Now. Symantec will not Sale any license of 9.1 anymore

 You can probably upgrade to 12 or 12.5 where AOFO license is free

 Be aware you should not backup Oracle with AOFO you should either use the Oracle Agent (which uses RMAN) or use RMAN to dump Oracle to files and back those up. Otherwise you databases may be backed up in an inconsistent way - either way your Oracle dba will need to be involved to configure it.
Also if you are running 9.1 then I am wondering what version of Oracle you are running as the 12.5 Oracle Agent may not support an older version - as such make sure you check the Software Compatibility List
