CTRL+ALT+DELETE not working after restore with Norton Ghost

I have a question about enabling the use of ctrl+alt+delete after conducting an image restore using Norton Ghost. The image will restore to the computer just fine. The issue is the Administrator account log on appears on the screen, no option for CTRL+ALT+Delete. Inorder to log on as another user I must use switch user and then I can log in as that user. I have gone into group policies and made the correct edits to enable the CTRL+ALT+DELETE, but that has not worked. If there are any suggestions outh there please help.....
