Hello dinesh,
The Mailbox policy handles the archiving setting for the mailboxes, the Desktop policy handles the user experience and interaction with the Enterprise Vault environment through the Add-In, Vault Cache and Virtual Vault.

.. and of course you can have multiple of each ... but each user can have only ONE applied to them (via provisioning)

I think you should refer to Tonys earlier suggestion and look at seeing if the company you work for can get you in symantec lead Training for Enterprise Vault.
