EV 9.0.1
It appears if you drag and drop to the VV no saftey copy is created. If you use the 'Store in Vault' option it does create a saftey copy. Is this expectde behaviot.
I know you can still recover the item from the dumpster in the case of a cache disaster before syncing to the server, but is there any way to force saftey copies on a drag and drop or stop drag and drop through policy, but still allow manual archiving?

To make the changes do the following
1. Open the Vault Admin Console
2. Browse to Policies -> Exchange -> Desktop Policy
3. Go to the properties of the policy for the users in question
4. Go to the Advanced Tab
5. From the drop down menu choose "Virtual Vault"
6. Scroll down on the list to "Users Can Archive Items" and go to "Modify"
7. Change from "Yes" (which is Default) to "No"
8. Press OK to apply and close the dialog box
9. Next go to Enterprise Vault Servers -> Your EV Server -> Tasks
10. Right click the Exchange Archiving Task for the user in question and go to Properties
11. Click the "Synchronization" tab
12. Choose "Selected Mailboxes" and press "Synchronize"
13. Find the user and press OK and then allow the synchronization to complete
14. Have the user restart Outlook for the changes to take place
15. Attempt to drag and drop an item in to Virtual Vault, you should get a pop up saying that the operation isn't allowed
If you are unsure of which Desktop policy the user has, you can do the following
1. Open up the Vault Admin Console
2. Expand out "Targets"
3. Right click "Exchange" and then click "Display Policies Assigned To Mailboxes"
4. Enter the user to search for and it will return with their provisioning, archiving and desktop policies
5. The desktop policy here is the one you wish to change
Also note that you can control other things in the virtual vault such as
Users Can Copy Items To Another Store
Means that the user can copy items out of the virtual vault to somewhere else
Users Can Copy Items within their archive
Means that you can copy items in their virtual vault, so you can have one item can be copied from its original archvied location to another folder, meaning you now have multiple copies of the email, i'd recommend turning this off.
Users Can Reorganize items
Means that you can move items from one folder to another, which can be an issue if they reset their vault cache before a synchronization has occured and they will have lost all the changes that they have made.
If you go to the Help -> About Enterprise Vault -> Tech Info button in Outlook and scroll down on that list it will actually show you how many items are awaiting to be updated because they have been moved
Also in EV9 SP1 there is a new option that you may wish to consider where EV will automatically synch the vault cache if there is more than X amount of MB to upload
For instance you may not want them to have 100MB sitting there at risk waiting for them to sync manually or hope that they will be online and have outlook open when the next scheduled sync occurs, so you could say when theres 10MB or more to upload, synch now, without user intervention

You can disable the move to virtual vault via the policies no problems
keeping a safety copy is impossible though, because you're taking the item out of the exchange store and putting it in to a private store, so it would be just like dragging and dropping items directly from your inbox to a PST, it is in fact a copy and delete

Safety Copies are not possible with drag and drop operations to Virtual Vault. As you point out this does not affect the standard behaviour seen when using either "Store in Vault" manaul archive operations or scheduled archiving - both of which support safety copies.
