From the licensing guide:
File System Archiving, Archiving and Search |

A User is someone who creates or has access to files under management by EV. A User is defined as an Active Directory account |

7000 means that your have the right to archive files for up to 7000 users.

I believe that would mean 7 TB of data. But you should contact customer care for clarification.

The license details says PER USER, so most porbably 7000 users access to archives and not based on TB. Just need clarification.

So that means the license is not based on TB FSA target data. That means we can archive as much data as we want?

Well, I stand corrected - seems an odd way to license something like FSA - but oh well :)
Damned if I can find that licensing guide though - where does it live exactly? [I've just spent 20 minutes looking on Partnernet]
