Problem resolved. One of the Admins disabled the services on the file server, as CA XoSoft for file replication was conflicting with EV services. Not the best of products for file replication.
Thanks for your help guys, appreciated.

What kind of storage and format is the folder on?
(ie NTFS, CIFS, DFS on a NetApp, regular SAN etc)?
You could try a procmon filtered on that location and see if that shows anything.
And i'm guessing if you look at the Effective Permissions on that folder for your EVAdmin account it is no different from the other folders too right?
Has it ever been able to succesfully archive?
And could it be something thats keeping the files open, like a virus scan or someone using those files or the folder thats keeping a lock on it?

This folder is on SAN Storage and is on the same network.
Never used Procmon? Could try this. This folder has never been archived before and normally there is an application that opens these files, however this is purely a test and no program is currently using these files.

just in case, check whether the files in question are set with the Read-Only attribute. If yes, then try to remove the Read-Only and rearchive.
The error seems to suggest a problem detecting the PHS so the suggestion above may not be relevant.
In this case, stop the PHS on the file server, assuming it is a Windows FS running the FSA Agent, then open CMD and type the following commands:
fltmc unload evfilter
fltmc load evfilter
then, start the PHS
let us know if that helps

I am glad that pointing to the PHS seems to have led you in the right direction.
