Try using the "Closest GC" registry key and may be look at the system mailbox.
If the system mailbox has moved to another Exchange server then you would get similar errors

Also if you set the GC:// through the VAC this actually only affects provisioning, it does not affect the archive task or mapi connections. For that you either have to use DS Server or Closest GC registry key or set the ExchangeGCOverride column within the ExchangeServerEntry table.

But just try Closest GC : http://support.microsoft.com/kb/319206

Remember though, the registry key is an HKEY_CURRENT_USER key so you will have to add this when logged on as the EVAdmin

The first things you need to understand why the task is getting failed. There are couple of basic things which you need to check first

a. Is there any error in the depolyment scanner report?

b. System mailbox is not hidden or locked?

c. Is all your Exchange Services started, check for System Attendant?

d. Is your Vault service account has appropriate permissions?

e. In control panel-- Check under stored user names and password, is there any entry present?

If all the above basic things are in place then you can bounce your EV server and try. If no success then  you have to perform dtrace of archiving task and you will find the root cause of the issue in it.

On the EV server logon using the EV Service Account, open outlook using the System mailbox used in the exchange mailbox archiving task for Outlook profile. Does outlook open correctly ask for username and password? can you send and receive emails whilst outlook is open?

What Exchange version are you running and what outlook version are you running on the EV server? Check for MAPI errors. Have you applied exchange permissions for vault service account correctly?

I agree with CTEV..  The message in the event log is FAIRLY helpful..  have you done each of the things it suggests, and run through the things that CTEV suggested?

Busy server?

Looks like you have SQL and EV on same machine. Not an advisable solution.

Which outlook version on the EV server? And, if you run DeploymentScanner as VSA, is that ok?

Does it fail like all the times?
Does it run for a while and then fail?
What version of Exchange do you have?
