If its that its not rendering the EV shortcuts and not synching the OST, then this is purely an MS issue as EV makes its changes (archiving items and turning them in to shortcuts) to the exchange mailbox and not with outlook. So if outlook can't display the latest changes then its an issue to be addressed with microsoft.
However if you are saying Virtual Vault/Vault Cache, then they need to synchronize the Vault Cache (which would happen by default 3 minutes after starting outlook as well as on a schedule based on the previous synchronization)

Is the users outlook profile in a disconnected or offline state when it wakes up?
It could just be that Outlook needs to bring the folder up to date properly and the OST to be synced?
But just as a matter of interest
What version of windows? what version of outlook?

On top of that I'd suggest getting a client trace, along with a timeline of what happens, eg :
10am start Outlook
10:15am suspend
10:20am resume
10:21am unable to do XYZ

outlook version is 2010 and windows version is 7.
after the log in outlook needs to be restart to view the newly archived items. but our users dont want to restart their outlook but said your software must be understand that state and automatically sync.

I'd suggest following the ideas put forward by myself and JW2.
For what it's worth, using Outlook 2010 x86, on Windows 7 x64, I don't see this behaviour... so you'll need to describe what sort of connectivity they're coming from before hibernation (eg in the office) and where they're coming to (eg with an internet connection at home, but not VPN'ed in)

What exactly do you mean by "User can't see newly archived items"?
Where? Archive Explorer, Virtual Vault? Mailbox?
