When Intalling the Outlook Add-in, how does it now how to find the EV environment?

When Outlook starts up, the Add-in checks the mailbox for the EV hidden message, which is stored in a consistent place in all mailboxes. This message contains the policy and connection info for the EV server.

I have a user that is has Office 2016 and EV 12.2 Add-in. they are getting the message "Enterprise Vault Add-in could not establish a connection to your Exchange Mailbox". He is able to access his EV archives from his old workstation which is Outlook 2016 also. Are there any logs that might lead me to a solution?
