PST Migration

What is the best way to create a mailbox archive manually and then import a user's PST file.
This is being done due to the user leaving and the account ha been removed before the enterprise vault application was used.

You could create a Shared archive then import the PST into it. 

Just do a search in the Admin help for "Creating shared archives "

Without a Mailbox, you have limited options

You can create a mailbox, run a Sync, enabling it for archiving, then hide it from the Global address list, import the PST and then delete the Mailbox.

Other option is to create a shared archive, give no one permission apart from the vault Service account and then import the PST file to the shared archive.
