Remote user cannot access archived items

We have a WAN link to our Moscow office. Users sign on locally to PC, there is no Active Directory authentication of client, but using Outlook authentication users access email from London based central exchange server.

Users can see archived email stubs but cannot fully access archived item; error message "some functionality may be missing" is displayed when tryign to retrieve item. Additionally, Internet Explorer .aps' return athorisation error.

DNS to vault and exchange servers working for users in remote site.

what permissions setting have to be configured for non Active Directory authenticated access

Try removing integrated windows authentication on the Enterprise Vault Virtual Directory in IIS. The users will be prompted for authentication once per session.

You could also set the WebApp alias in Local Intranet zone and then customize the IE settings to prompt for credentials. That should do it as well.
