I can also see that there are errors loading retention categories (which is a DCOM call)
so I would suggest that DCOM or something similar is what's causing the issue.

Hi Dodo,
Spot checking the server appears DCOM as enabled/working. I just tried restoring an item with a test account on the same EV server these particular users are having trouble with. The restore failed for me as well, but a manual archive appears to have worked as the pending icon is there right now. My own EV client w/DCOM works fine on this machine on another EV server, so am confident my client machine is ok.
