nonono!!!! dont create a new profile just for this
its more likely than not that the user is set to use Outlook Anywhere and the policy is set to disable client when Outlook Anywhere is enabled, and when you created a new profile they were not using Outlook Anywhere and thus the client loaded fine
Can you check your users TEMP directory for an EVClient log?
Also check if outlook anywhere is enabled, and disable it and restart outlook, see if it works
if it does, then you will want to change your policy to show the client under RPC over HTTP Restrictions in the desktop policy

It would be a corrupt windows profile it seems . Try creating a new windows profile and then create outlook profile

I agree, grab a client log, with maximum logging, and share it out for us all to review?

Under the CLIENT part of the above, create/set a DWORD called LoggingLevel and set it 3.
Then start Outlook.
You should get the logs in the TEMP folder as per a normal client.
(eg : C:\Users\robert_wilcox\AppData\Local\Temp)
