If you have Outlook Anywhere enabled, EV Outlook Add-in will connect to the EV server through RPC over HTTP and all features will be available. However, you need to configure Enterprise Vault to accept this type of connections. These articles might help you configuring Outlook Anywhere in EV:
About Exchange Server Outlook Anywhere configurations

Configuring Outlook Anywhere client access to Enterprise Vault

I hope this helps

Also, if you need to configure ISA 2006 with EV and Outlook Anywhere, you need to read these technotes:
About configuring ISA Server 2006 for Outlook Anywhere client access to Enterprise Vault
http://www.symantec.com/docs/HOWTO58380
How to configure Enterprise Vault (EV) integration with Outlook Anywhere using Internet Security and Acceleration (ISA) Server 2006

If users are in outlok RPC anywhere (or RPC over http) mode then basic EV functionality such archive/restore/retrive/delete/search works provided the EV server is published in internet. You need to following EV desktop policy settings.
(Open VAC \ Expand policy \ Exchange \ select appropriate desktop policy \ Right click select ‘properties’ \ Advance \ next to ‘List setting from’ select ‘outlook’).
RPC over http restriction. = None
RPC over http connection = use proxy
RPC over http proxy URL = https://EV.domain.com/enterprisevault
Where https://EV.domain.com/enterprisevault is External EV published Name
If you set 'RPC over http retriction' to NONE then PST-Migration & vault cache would also be available (or you can retrict any of them).
If you have setup firewall other than ISA /TMG (Cisco Pix, Lynxes, watchguard,..etc). then you should have separate published host record for EV server.
Example:-
https://web.domain.com/owa (External IP 200.100.1.1 ) MAPS to https://CAS.domain.local/owa (internal IP 10.0.0.2)
https://EV.domain.com/enterprisevault (External IP 200.100.1.1 ) MAPS TO http://EV.domain.local/enterprisevault (internal IP 10.0.0.3)
If ISA/TMG or other web proxy firewall is present then we can use existing published host record of exchange, that can work for EV as well,
Example:-
https://host.domain.com/owa (External IP 200.100.1.1 ) MAPS TO https://CAS.domain.local/owa (internal IP 10.0.0.2)
https://host.domain.com/enterprisevault (external IP 200.100.1.1) MAPS TO http://EV.domain.local/enterprisevault (internal IP 10.0.0.3)
The steps for publishing EV server should be there in TN http://www.symantec.com/docs/TECH61472
