Go to services.msc and stop the windows definder services and trun off windows firewall.
Update the windows with latest security patches and download the Symantec PreScan tool with latest virus definitiona and run full system scanning in safe mode after the complet scanning restart machine.
your problem will be resolved.

I found out a solution to my problem. I was cloning VM's and I found out that sysprep does not remove the hardware ID for SEP. I found this article which helped me to readd the hardware id.

Did it emit some message in the Event Logs?
