Difference between full system drive restore and bare metal restore

I have a client that was suposed to be backed up as bmr client, but lately discovered that this client backup jobs failed to transfer bmr information to the netbackup server.
I would like to know now, if i install a new operating system with same name and install Netbackup client and check everything in C drive, will i have the same thing as bmr restore?

Hello Madame,

I did restore as the Tech says, and all files are restored but about system state, and users in that operating system are not created, besides, all applications, do exist in their setup folders but do not appear in Program Features...

Can you give a hint please here?

All I know is that the TN must be followed to the letter. 
I have seen from other forum posts that omitting step 8 will result in all sorts of issues (cannot remember what exactly).

There are lots of 'Notes' in the TN as well, such as reference to KeysNotToRestore.

Your tar log (created in step 4) may have some information on missing components.
