If i trigger backup now all the directories backed up normally and again in that stream "/" is there backing the all the data again in the backup
Pls suggest me.

No the / stream won't backup the other mount points
It will if 'cross mount points' is selected tho'.
ALL_LOCAL_DRIVES *with* cross mount points selected could double your backup (or worse).
Imagine a server with the following filesystems:
/
/a
/b
/b/c
You will get /, /a, /b and /b/c backed up in their own right. You will also get /a, /b & /b/c backed up as part of / and you will also get /b/c backed up as part of /b

Have you 'cross mount points' selected in the policy also? Un-select it if so.

Seems you have also selected 'Cross Mount Points' in the policy attributes?
Please double-check. This option should not be selected with ALL_LOCAL_DRIVES.
Without 'Cross Mount Points', backup of / will skip contents of mount points and just backup the empty mount points.
