NetBackup - 7.6.1.2

Master server - Windows 2012 R2 Standard x64

I have run bpnbaz -setupmaster command on one of our master servers which completed successfully. I restarted NetBackup services but when I do the Administration console reports the following:
NetBackup Service Monitor
NetBackup Service Layer
NetBacup Enterprise Media Manager
NetBackup Event Manager

are not running.

I have also discovered that the following are also not running:

NetBackup Remote Manager and Monitor
NetBackup Policy Execution Manager
NetBackup Storage Lifecycle Manager

We have 2 masters in a trust relationship as they use AIR. shutdown NetBackup services on the other master server to see if that helped but no difference.

Running all commands under an elevate command prompt

NetBackup is installed on D: drive. Had to enable 8dot3 naming convention and add short name for "Program Files" to get NBAC to work.
