32 bit to 64 bit sounds like hardware replacement, right?
In that case, I would delete all devices for media server and disable media server in GUI.
After new server has been installed with same hostname, disable UAC and Windows firewall.
Install & patch NBU. Use same license keys as before.
Ensure devices can be see in OS Device Manager. Download and install vendor drivers for tape drives.
Confirm forward & reverse name lookup between master and media server.
Re-activate media server and test connectivity with commands such as:
nbemmcmd -listhosts -verbose
nbemmcmd -getemmserver
Run Device Config wizard, select robot control host and media server.
STU config should be the same as before. Run backup to test.

there is not much we need to perfrom in the Media server OS upgrade..
1) just make sure you have Media server backup.
2)make sure you have the Netbackup software avaliable to install after upgrade.
3)deactivate the policies in master server which are going to that specific media server.
4)deactivate the media server in Netbackup
5)Let SA go ahead with the OS upgrade
6)Install the netbackup.
7)check the communications and conifgurations are fine after upgraded and installing the media server
8)activate the media server and poilices
9)test it
hope this helps.
