The problem is with your library, check the firmware and confirm is under the HCL if your library is fine check under your OS and confirm with HP, robtest is a tool that goes directly to the library without using netbackup thats why is so good for testing.

Use HP's Library Tape and Tools utility and firmware files to update the hardware - drives and robots.
- Down NetBackup on all servers before performing this.
Check hardware manager for SCSI issues/stale paths/hard errors
# hwmgr -show scsi -type tape -full
# hwmgr -get attribute -id <hwid>
Check you can use the mcutil command also. And verify the configuration of the media changer capability database - /etc/mcicap
Also run 'uerf -R' check for any TAPE class CAM SCSI recorded events
You could always turn to running a syscheck to get overall system healthcheck/overview.
Thats from the hardware/OS level.
Also dependant on how new your hardware is Symantec release newer device mappings files.
If these are SAN tape drives check your SCSI to Fibre bridge/router for issues.
