In NBU 6.5.5 there is a option called TAPE_RESOURCE_MULTIPLIER, it may be the option you are looking for.

Another parameter that is only used in NetBackup 6.5.5, this value determines the

duplication jobs that can access a single storage unit.
Storage unit configuration includes limiting the number of jobs that can access the
resource at one time. The Maximum concurrent write drives value in the storage
unit definition specifies the optimal number of jobs that the Resource Broker can
consider running on that resource.
Overloading the Resource Broker with jobs that it can‘t run is not prudent. However,
we want to make sure that there‘s enough work queued so that the devices won‘t
become idle. This parameter lets administrators tune the amount of work that is being
evaluated by the Resource Broker for a particular storage unit.
For example, a particular storage unit contains 3 write drives. If this parameter is set
to 2, then the limit on concurrently active jobs is 6. Other duplication jobs requiring
the storage unit will remain queued
The default is 2. This value is appropriate for most situations. This is not
configurable for versions of NetBackup prior to 6.5.5 and value of 1 is used.
