To change the ownership of the media, you can use the bpmedia command.  From its manpage:

o  Move ownership of tape media to a different media server.
It changes all media database and image records that
reference one server name (oldservername) to reference
another server name (newservername). This function
applies to moving to or from the media servers that are
        version 6.0 or later.

bpmedia -movedb -m media_id -newserver newservername
     [-newsvr_group groupname] [-oldserver oldservername] [-v]

the offical answer is NO.

but if you use only  1 storage unit

if you have 10 drives

and give that one storage unit 9 tape drives

then only 9 drives would ever be in use and in theory that 1 avail drive should be avail for a restore.

but who uses only 1 storage unit?

If the restore is going through LETS says A Media server and all drive under that is busy .

Assume there is another media server LETS say B and drives under this media server is free.

IN this case HOW WE CHANGE THE OWNERSHIP OF MEDIA ???

If your backup job is set to use "checkpoint", you can suspend one of them, and bump up the priority for your restore job over all incoming backup jobs. Then your restore would be next to make use of the vacant drive.

In some environments, people do assign one or two drives in a storage unit just for restore purpose.
