Lets say I have tape 01, which I backed up normal files on it. After I safe boxed tape 01, the site crashed. I had the opurtunity to install a new NBU 6.5, but the problem is I dont have my old catalogs. Is there a way to restore the files from tape 01?

Have a look at the Catalog chapter of NBU 6.5 Admin Guide I http://www.symantec.com/docs/TECH52801
The Catalog section of the GUI allows you to Import expired backup images or images from another NetBackup server.
Allyou need is a tape drive in the new environment that can read the tape (in a robot or standalone).

As per your query i undersatnd you want to install only single tape (without catalog backup)
1> install NBU6.5
2> make proper connectivity for master/ media /tape llibrary
3> run device configuration wizard
4> Import above mention tape (tape 01) in to current catalog database as shown in below URL

5> now you can start normal NBU restoration as it was previous
6> take full catalog backup on other tape keep that media at safe place
