Hi How do I request Trial Smart Meter License to try?
I'm not a customer and in https://taas.veritas.com says "If you need a customer registration key for NetBackup upgrade or installation, contact Customer Support".

It seems that you are actually looking for a trial license?
Smart Meter is for existing customers with Capacity license. It reports on the total amount of data that is backed up and alerts backup admins when they are close to exceeding their licensed capacity limits.
To obtain a trial license, you need to reach out to a Veritas reseller.
You can locate Veritas resellers on the Partner Locator:

For trying Netbackup 8.1.2 you should have SMART Meter license, even trial!!!
