I understand that virtual machines running Windows use VSS to quiesce the file system when doing backups, and that the SYMCquiesce utility can be installed on Linux VMs to do this. However, we also have VMs running Solaris. Is there a similar utility for Solaris or does the OS manage this?

No - Symantec does not support to backup Solaris host via VMware. You need to deploy a agent inside the VM to backup it correctly.
