Why only certain jobs have the restart and increasing priority option?

Hi 

I happened to notice that  certain backup jobs had the restart option in the right click menu. I thought all jobs apart from the user backups will have this option by default. Similarly i also found that i was only able to change the priority of the some of the backup jobs and not all.

Is there some settings that control these attributes?

Agent based backup's doesnt have the option to get restrated through the activity monitor.

You need to go policies to start them.
