I am unsure what you mean by inbox policy? Do you mean a Mailbox/Brick level backup?

If you are using 6.5.3 you could use the granular restore functionallity which only requires a infomation store backup but catalogues the infomation by mounting the backup image on a NFS share. You do need to be running windows 2003 R2 or windows 2008 on your exchange server. Check out the exchange guide or the link below it will tell you all you need to know!

If you do want to still do a mailbox level backup it sounds like something must have changed somewhere. Check your previous backups and make sure they were actually mailbox level backups for a start.

I hope this helps!
