Can netbackup 7 API use as a VCB proxy server and API backup ?

 i think it should be ok. vcb proxy and APi backup.

Netbackup 7.x support  both the old style VCB backup and the new Vsphere V4 backup method (proxy less).

so as per normal in order to use VCB , i need to install the Vmware VCB framwork and create mounting point on the VCB backup server ( media server) .

You may be surprised to know that vStorage APIs work with some ESX3.x environments.
